DESCRIPTION:The concern about the potential use of biological weapons 
 (BW) is at an all-time high\, because of the demonstrated use\, the pr
 esent asymmetrical national security environment\, and the unprecedent
 ed rapid development of biotechnology that provides potentially new th
 reats from genetically modified organisms. Despite the existing system
  of agreements and organizations developed to control the development\
 , use\, and proliferation of biological weapons\, the number of states
  with suspected biological weapons programs is increasing. In addition
  to the state programs\, biological threats can also come from interna
 tional terrorism groups or even individuals\, adding a new dimension t
 o the complexity of bioweapons control. The nature of the current thre
 ats and the rationale for a biological attack are difficult to predict
 . A comprehensive approach to biological weapons control remains to be
  formulated and accomplished.
